Victor specialises in dispute resolution with a foreign nexus in arbitration and litigation. He also has vast experience in advising clients on matters relating to international contracts.
Victor has represented clients in proceedings under major arbitration rules, including SCC, ICC, LCIA, and ICSID, as well as the International Commercial Arbitration Court (ICAC or “MKAS”) and the Maritime Arbitration Commission at the Chamber of Commerce and Industry of the Russian Federation (“MAC”) in Moscow.
In substantive respects, Victor’s cases have been primarily in the fields of machinery, energy (oil and gas), construction, insurance, joint ventures and cross-border sale and purchase agreements. Victor’s experience includes renewable, R&D and technology transfer matters.

Arbitration experience since 2005. Victor has been appointed as arbitrator in ICC, ICAC, MAC, and other proceedings.
Prior to Dumler and Partners, Victor worked for twelve years in the dispute resolution practice of the largest Russian law firm and was chief in-house counsel in an oil trading company.
In addition to his legal practice, Victor has taught procedural law for several years and is currently serving as a member of the Educational Program Board at the Faculty of Law of St. Petersburg State University.
Victor has done continuing education at Cambridge University.

- Represented a major company of the Republic of Kazakhstan in a complex dispute with a foreign consortium over the transfer of renewable technologies and supply of equipment (ICC Rules, Swiss law, Geneva).
- Co-represented the Republic of Armenia in a historic USD 326 million case over concessions to build road and rail links between Armenia and Iran (ICSID Rules, Armenian law, Frankfurt am Main).
- Represented a Russian shipowner in a dispute with a German charterer arising out of a series of charter parties (ICAC, Russian law, Moscow).
- Represented a European equipment supplier in a technology dispute with a Russian oil refinery (ICAC, Russian law, Moscow).
- Represented a German tanker owner and the Norwegian Hull Club in a dispute with a Russian oil company resulting from an incident damaging a port’s infrastructure (DIS, German law, Munich / Russian law, Russian courts).
- Represented a Russian metallurgical company in a dispute with an Italian-Turkish consortium in connection with construction of the Western High-Speed Diameter in St. Petersburg (ICC, English law, London).
- Represented a Russian national retailer in a marketing services dispute with a Dutch business partner (ICAC, Russian law, Moscow).
- Represented a UK auction house in a series of disputes with buyers of artwork (LCIA, English law, London).
- Represented a UK trading house in a dispute with an Indian food supplier (ICAC, Russian law, Moscow).
- Represented a Russian trading house in a dispute with a Vietnamese food supplier (GAFTA, English law, London).
- Represented an Armenian drilling company in an equipment supply dispute with a Swedish industrial group (SCC, Swedish law, Stockholm).
- Represented a group of Russian investors in insolvency proceedings in the British Virgin Islands and in the UK, including fraud and insolvency trading claims (BVI and UK courts).*
- Represented a food supplier from Uruguay in a dispute with a Russian distributor (Russian law, Russian courts).*
- Represented an Italian equipment supplier in a dispute with a Russian distributor (ICAC, Russian law, Moscow).*
